14.1.1作动器应经过疲劳验证，验证时应高于额定力120%的载荷进行1000万次试验。

*14.1.2作动器活塞杆采用等离子镀层，寿命大于109次。

14.1.3作动器出厂前应经过150%的工作压力测试。

14.1.1 Actuators shall pass fatigue verification and 10,000,000 tests shall be conducted with the load higher than 120% of rated force in the verification.

*14.1.2 Piston rod of the actuator shall be of plasma plating and its service life shall be greater than 1 billion times.

14.1.3 Actuators shall pass the test of 150% operating pressure before leaving the factory.

3. 投标人资格要求Qualification Requirements For Bidder

提供各种资质证书的复印件：投标人须提供有效的企业法人营业执照副本（或事业单位法人证书）、税务登记证、组织机构代码证复印件（若营业执照更换为统一社会信用代码，则不需要提供组织机构代码证、税务登记证），ISO9001质量管理体系认证证书。

To provide the photocopy of every kind of qualification certificate: The bidder shall provide photocopies of valid duplicate of business license of enterprise legal person (legal person certificate of public institution), tax registration certificate, organization code certificate (provided that the business license is changed to the uniform social credit code, organization code certificate and tax registration certificate shall not be required), and ISO9001 quality management system authentication certificate.

如投标人为代理商，还须提供制造商有效的企业法人营业执照副本（或事业单位法人证书）、税务登记证、组织机构代码证复印件（若营业执照更换为统一社会信用代码，则不需要提供组织机构代码证、税务登记证），ISO9001质量管理体系认证证书。

If the bidder is an agent, it must also provide the manufacturer’s valid duplicate of business license of enterprise legal person (legal person certificate of public institution), tax registration certificate, organization code certificate (provided that the business license is changed to the uniform social credit code, organization code certificate and tax registration certificate shall not be required), and ISO9001 quality management system authentication certificate.

针对境内投标人：投标人须提供公司注册地检察机关出具的《检察机关行贿犯罪档案查询结果告知函》；投标人须提供银行基本账户开户许可证；被人民法院列为失信被执行人或被******监管总局列入***不良记录‘黑名单’的潜在投标人不得参加投标，否则其投标无效。

For domestic bidders：the bidder must provide the Procuratorial Organ’s Letter of Announcement of Query Result of Bribery and Crime Archives offered by the local procuratorial organ of the domestic bidder’s registered office;the bidder must provide the account opening permit for its basic bank account;the bidder that is listed as dishonest executor by people’s court(s) or in the “blacklist” of work safety demerits by State Administration of Work Safetymustn’t bid . If so, its bid will be rejected.

投标人应具备的业绩：

投标人或制造商应有设计制造或销售与本次招标要求的同规格或类似高性能电液伺服系统（不低于本招标技术要求）的业绩，并在投标文件中提供10年以上业绩清单，应提供用户名单、安装地点和联系电话。同时，须提供近7年(2010年-至今)实际应用的项目案例不低于5例，以相关合同复印件或终验收证明（加盖公章有效，外文证明须附中文翻译）作为证明材料（案例个数以合同个数或终验收证明个数为准。

Performance requirements:

The bidder or manufacturer shall have the performance of designing, manufacturing or selling the equipment the same as or similar to high performance electrohydraulic servo system (not below the requirements of the bidding documents) to be provided, offer a performance list of more than ten (10) years in its bid and provide user list, installation site and telephone number; meanwhile, provide at least five (5) project cases of actual applications in the past seven (7) years as of 2010, and offer photocopy of related contract or final acceptance certificate bearing the user’s official seal (Especially foreign certification, if any, must be attached with Chinese translation.) as proof materials. The number of cases shall be subject to the number of contracts or final acceptance certificate.
